National Judicial Council (NJC) Fresh & Experienced Graduate Recruitment (4 Positions)

The National Judicial Council has begun a process of designing, developing and acquiring State-of-the-Art Information Systems with the intention of improving the operations of the Nigerian Judiciary through the Computerization of Court Processes and the operations of all Judicial Bodies.

These efforts are in conjunction with local and foreign Development Partners and will entail acquisition, development and Installation of Hardware and software Systems including Oracle technologies

NJC is seeking suitable candidates with the right qualifications and aptitude to fill the following positions below:

1.) Network Administrator - NJCNA

Job Responsibilities
Under general supervision, design, support, maintain and evaluate computer networking and other electronic systems as needed. The incumbent should have the ability to:
  • Plan, design and maintain networks.
  • Provide technical support to users.
  • Administer day-to-day operation of networks.
  • Implement LAN maintenance and management procedures.
  • Plan, analyze, design, generate code, test, implement simple to complex software application solutions as needed to design and maintain the network.
  • Read, interpret and apply technical data processing manuals and related documents.
  • Keep current by reading, interpreting, and applying information presented In trade journals, newspaper, and magazines.
  • Research technical manuals and guides to respond to questions and solve desktop computer problems.
  • Prioritize requests, organize, schedule and coordinate a variety of activities and projects,
  • Learn new software packages and adapt to changes in technology.
  • Establish and maintain cooperative and effective working relationships.
  • Understand and follow oral and written directions.
  • Communicate both orally and in writing in a clear and concise manner.
  • Interpret, apply and explain policies and procedures.
  • Safely and appropriately operate tools, equipment and technology.
Qualification/Experience
  • A University Degree or equivalent in Computer Science, Information Systems, Mathematics, Statistics, Electrical/Electronics Engineering.
  • Possession of MCSE, CCNA, ESE, MCSE+E and/or MCSE+E certificates are preferred.
  • At least three (3) years experience in all areas of local, wide and metropolitan area network management and engineering including system configuration, setup, trouble-shooting, planning, designing, implementation, user support and troubleshooting a heterogeneous network are required. 
The successful candidate will have experience in most if not all of the following enterprise level technologies:
  • Heterogeneous network infrastructure using Active Directory.
  • TCP/IP configuration.
  • WAN configuration using Cisco or equivalent hardware.
  • Cisco or equivalent Firewall
  • Cisco or equivalent Wireless.
  • Video multi-tasking and streaming.
  • Internet and intranet security.
  • Cisco or equivalent VolP.
  • Tier 2 support for the network connectivity issues.
  • Routing table configuration and troubleshooting.
  • Resolving trouble tickets that other support personnel cannot solve.
  • Communication with vendor support staff.
  • Evaluation and deployment of new technologies.
  • Managing ongoing security against both internal and external threats.
  • Routing protocols that include but are not limited to: OSPF, RIP, BGP.
  • Industry standards of network security procedures and policies.
  • Security principles of UPN, 802.1 x, wireless security and firewalls.
2.) Database Administrator - NJCDBA

Job Responsibilities

  • Under general supervision, design, administer, support, and maintain all databases:
  • Deep knowledge of Oracle Database technologies, Strong RAC/clustering experience and Data Guard experience required. Design, development and administration of Oracle databases.
  • Must be able to improve SQL performance results through use of explain plans.
  • Ability to diagnose problems and triage/resolve issues across various tiers (application, network, database, server, or storage tiers).
  • Performance monitoring, reporting, and tuning of Oracle databases.
  • Management and maintenance of back-ups & recovery procedures.
  • Installation and maintenance of database server, replication and client environments.
  • Reviewing and tuning SQL and PL/SQL code.
  • Designing database packages and procedures. Security and access control. Creation and maintenance of SQL queries and routines. Provisioning of (database) development and testing environments.
  • Required to deal with complex data models and object relational database mapping, while producing complex reports
Qualification/Experience
  • A University Degree or equivalent in Computer Science, Information Systems, Mathematics, Statistics, Electrical/Electronic Engineering.
  • Minimum of 3 years experience of as a DBA; Life-cycle database development utilizing Oracle and Java based technologies.
  • Good understanding of the Oracle database, related utilities and tools
  • Good understanding of MS-SQL
  • A good understanding of the underlying operating systems
  • A good knowledge of the physical database design
  • Ability to perform both Oracle and operating system performance tuning and monitoring
  • Good Knowledge of ALL Database backup and recovery scenarios
  • A good knowledge of Oracle security management
  • A good knowledge of Oracle Forms and Reports with Oracle lOg or hg (Experience with Functions, Procedures and Packages PL/SQL; SQL; Shell Script Preferred Skills: Developer Tools: Oracle BI Publisher; Oracle Discoverer (Administrator, Desktop, Viewer, and Plus); Oracle Workflow; Oracle JDeveloper(ADF); SQL Loader; etc
  • A good knowledge Oracle data integrity
  • Sound knowledge of the implemented application systems
  • Experience in code migration, database change management and data management through the various stages of the development life cycle
  • A sound knowledge of both database and system performance tuning
  • Should have sound communication skills with management, development teams, vendors and systems administrators
  • Experience with handling multiple projects and deadlines

3.) Graduate Systems Analyst/Software Developer - NJCSD

Job Responsibilities

  • Contribute to the full software development life cycle, including: requirements analysis, functional design, technical design, programming, testing, documentation, implementation, and on-going functional technical support.
  • Ability to evaluate, analyze and fulfill user requirements (business processes and user procedures).
  • Investigate and resolve user problems and application issues as they arise.
  • Strong analytical, oral, listening, and written skills.
  • Team player who can work with cross-functional development and implementation teams.
  • Implementation of new system functionality and troubleshooting existing systems,
  • Drive to provide results quickly in order to meet project objectives.
  • Ability to balance multiple demands and work both independently and as part of a team to develop solutions.
  • Discipline to provide documentation and maintainable code for future users and developers.
Qualification/Experience
  • A University Degree or equivalent in Computer Science, Information Systems, Mathematics, Statistics, Electrical/Electronics Engineering.
  • 1 to 3 years software development experience.
  • Oracle Forms and Reports; Operating Systems: Unix (Solaris); Linux; Windows; Data Bases: Oracle 10g or 11g (Experience with Functions, Procedures and Packages)
  • Languages: Oracle PL/SQL; SQL; Shell Script Preferred
  • Skills Developer Tools: Oracle BI Publisher; Oracle Discoverer (Administrator, Desktop, Viewer, and Plus); Oracle Workflow; Oracle JDeveloper (ADF); SQL Loader; Microsoft Visual Studio (.NET) Data Bases: Oracle 11g, Microsoft SQL Server

  • Developing technical design specifications for application customizations.

  • Ability to understand business processes, gather and document business requirements and test plans.


4.) Chief Systems Analyst/Chief Software Developer -

Job Responsibilities
The Incumbent will possess and apply comprehensive knowledge of Oracle 11g, Oracle Forms, and Java software development. In addition, this position will perform the following essential functions:
  • Communicate in-person, over-the-phone, and in writing with Court staff on a daily basis to report technical Status of systems and to include provision of supporting system briefings and reviews to the Project Manager.
  • Lead a team of software developers and engineers using the following technologies: J2EE, Oracle Forms, Oracle 11g Database, PERL, CGI, Cold fusion, Asp.NET, Oracle Application Server (OAS), WebLogic, and Other related software as required.
  • Meet with Judges and Court staff to discuss and determine required features and functionality for their Systems.
  • Gather and define requirements, design, & interface specifications for the various aspects of the project.
  • Provide impact analysis & requirements tracking for all phases of the Software Development life cycle. Coordinates & conducts peer review meetings for requirements, design, and code metrics.
  • Review and provide input into software security and contingency planning.
  • Illustrate and provide technical issue resolution to non-technical audience.
  • Coordinate with quality assurance and business development project teams to ensure thorough requirements and testing.
  • Provide oversight and support in the resolution of daily production support problems that may arise, and take Corrective action when the systems fail to perform property.
  • Manage the schedule and implementation of quarterly systems modifications in accordance with the Council’s, Courts and other Judicial Bodies policies and procedures, and adhere to change control Procedures for any changes made to the system.
  • Manage the Configuration Control Board activities for system and software per the release management Schedule.
Qualification/Experience
  • A University Degree or equivalent in Computer Science, Information Systems, Mathematics, Statistics, Electrical/Electronics Engineering. Master’s degree in Computer Science or related technical field. Certifications in ITIL, Java, Oracle, or SCRUM, PMP certification (or Prince2) will be an advantage.
  • At least five (5) years of Life-cycle software development utilizing Oracle and Java based technologies
  • Excellent communication and presentation skills.
  • Demonstrated ability to manage technical staff, provide direction and support, and ensuring that project schedules are maintained and deadlines are met and tasks completed.
  • Demonstrated ability to provide daily, weekly, and/or monthly status reports to project management.
  • Experience with the following is required:
  • Oracle Forms and Reports Operating Systems: Unix (Solaris); Linux; Windows; Data Bases: Oracle 10g or 11g; (Experience with Functions, Procedures and Packages) Languages: Oracle PLJSQL; SQL; Shell Script Preferred
  • Skills: Developer Tools: Oracle BI Publisher; Oracle Discoverer (Administrator, Desktop, Viewer, and Plus); Oracle Workflow; Oracle JDeveloper (ADF); SQLLoader; Microsoft Visual Studio (.NET) Data Bases: Oracle 11g, Microsoft SQL Server
